Winning Beginning NY
is a statewide coalition working to inform policy-makers and the
public about the many benefits of early education to children,
families and society. The campaign aims to build a broad-based
constituency to make investment in early care and education a
top public priority in New York State.
New York State has created a robust, nationally recognized UPK
program, but it serves only about one-quarter of the state ’s
school districts. Studies to date show that children thrive in
UPK, parents endorse it, elementary teachers welcome it, and researchers
say it’s effective in school preparation.

is co-convened by Child
Care, Inc., the Schuyler Center
for Analysis and Advocacy, the New
York State Child Care Coordinating Council, and the New
York State Association for the Education of Young Children.
Winning Beginning NY:
- Advocates for investment in quality early care and education.
- Promotes planning, coordination, and implementation strategies
that strengthen early care and education.
- Supports implementation of Universal Prekindergarten through
public information, policy analysis, and technical assistance.
- Works to build a statewide, birth-to-five, early care and
education system that links: child care, Head Start, preschool
special education, home visiting and Universal Prekindergarten.
